For Detroit police these long lines of stimulus-seeking residents turned into a major crowd control problem. Authorities say about fifteen thousand people lined up outside the downtown Convention Center Wednesday morning. They were supposed to apply for a federal anti-homelessness program. But many of the people mistakenly thought they were registering for three-thousand-dollar stimulus checks from the Obama administration.

Some people pushed and shoved for spots in line. Applications quickly run out and tempers flared, forcing police to break up the fights and tell thousands of disappointed residents to go home. The economic crisis has hit Detroit hard, at least one in four Detroit households is in poverty and at least one in four adults is unemployed.

City officials and civic leaders are tackling the problem, but say it's going to take some time. The city passed out more than fifty thousand applications for that anti-homelessness program, but only about thirty-five hundred will receive the funds.
